How to change image permission mode to 777 using Java code?

chmod 777I'm trying to change the permissions of temp_dir to 777. Why are these commands not accomplishing that? I'm using Linux by the way.777 means the file directory is granted read, write and execute permissions for all three user classes, including the owner, group members, and others.
